		<description>I'm an American married to a Filipina and I spend much of my time over here.  I've been using paypal for my business for over 7 years now with no problems.  Now you might say that doesn't apply to the Philippines, but as of this last year in 2008 my wife now has a "Verified" account using Union Bank in Cebu and we have had absolutely no problems.

You can read all about the horror stories but my personal opinion is that most people that try to manipulate the system usually get caught and then they scream bloody murder that it's not their fault and it's PayPal's.  

So it is what it is.. but typically don't blame Paypal... Look at the type of transactions you are conducting, read there terms and conditions so you stay OUT OF TROUBLE... and don't play games using their system.  They're fairly smart about all the ways to try to cheat... so good luck and don't blame Paypal..</description>
