They however, may devalue the links which are not related to the topic. Moreover, the PR is not an important factor nowadays. So, if you need your content indexed faster and your site indexed deeply, the only way to achieve this is to gather more backlinks pointing to your site. Just try to exchange links with highly relevant sites only :) The relevancy is the only important factor. Google will not penalize link excanges!
