A new House Bill has been filed that aims to institutionalize the open electronic learning school system that allows students to receive the educational services they need without having to go to their classes regularly.
The House Bill 4161, authored by Rep. Gus Tambunting (2nd District, Parañaque City), defines the open electronic learning school system as “a system of delivering educational services to high school, college and advance studies students utilizing print, radio, television and computer-based communications, satellite broadcasting, teleconferencing, and other multimedia learning and teaching technologies without going to classes regularly.”
Once the Bill is enacted into law, the new system will allow students to study on their own without having to regularly attend class in conventional classrooms. Students can use the Internet and other multimedia technologies as a learning alternative.
“The prevalence of computers or the so called artificial intelligence and the rapidly changing society and the demand to be globally competitive cannot be ignored. It has to be addressed by keeping at par with the high tech genre,” Tambunting said.
“This measure would enable the youth including adults to overcome geographical, socioeconomic and or physical constraints to the completion of secondary and tertiary education including advance studies,”
The proposed act will cover the public secondary and tertiary educational institutions with existing distance learning programs and all other such institutions that shall later be authorized as qualified to implement the system.

Or ditch away the highly uncreative Asian way of learning na puro sulat at memorization. Pati ba naman sa college tsine-check pa kung may notebook ka o wala.

1. bawas estudyante. hindi na 60-70 ang estudyante sa classroom.
2. assuming stay at home mom/dad ang asawa mo, matututukan pa niya ang pag-aaral ng anak niya.
Obvious naman na may pros at cons yan. Kung hindi bagay sa lifestyle niyo, edi stick nalang sa traditional school program.
minsan hindi na din kasi conducive for learning ang environment sa paaralan. kaya maganda rin na magstay nalang sa bahay or sa study room na walang distractions.
Hay! did someone left their brain at home? Poor no computer where will they study? still have to walk to the city and pay for use of computer? Who will also give them the exam to see if they improve? Our government official are really useless
If a beggar used their alms to play computer games, they can also do so to access the learning portal. It’s a matter of perspective and attitude.
They can also go to the city hall or Municipal library to access the portals there.
And what do you expect? have the government reach out to everyone? god, no how much crap of content you ingested from shit holes like ABS and GMA. It’s a two-way relationship. If you want to learn, you have to work hard. The government’s job is to provide the means to reach your ambition.
Where to give the exam: They can just go to the public schools of their choice and take the exam there.
I think your level of understanding is appalling. You should be barred from participating in the country’s elections. I fear you will just vote for the worst kind of candidate.
No my dear Margaret. This bill will just give the students an OPTION to attend class in the classroom or just stay at home and do it online.

Ang problema kasi sa educational system natin ay one size fits all. Pero hindi naman lahat nang bata ready na mag grade 1 at age 6. Yung iba magiging interisado lang later on in life, mamaring hindi na.
At dahil hindi interisado mag aral ang bata, poor performancs nya tapos tatawaging bobo. Kahit anong talino nang isang tao kung hindi sya interisado sa isang bagay, matutuyuan ka nang lalamunan kaka explain pero walang papasok sa utak nya.
At siempre kung di gusto mag aral nang bata dapat suportado kung ano gusto nya wag lang tulad halimbawa acting, singing o sports. Wag lang siempre kumain matulog, ehehe.

Is anyone else bothered by his mention of “so called artificial intelligence”? Just what does he mean? I don’t think distance education will use artificial intelligence, will it? At least UPOU far as I know doesn’t.
Hopefully you’re not talking about Amelia by IPSoft… Some C.C. Agents that I’ve met over the past few weeks are outraged why “Amelia” will take away their jobs from them (their real people by the way)….. I hate it when someone talks smack to my face that “the times” will change everything for better or for worse. “Congratulations! You’ve just graduated from Assumption!” A mass protest will occur by Call Center agents or (BPO for that) in a few years time……. Give & Take will be one of the scenarios in this freakin’ industry. Brinkmanship? That’s karma for this planet! The Philippine Government does not give a rat ass anymore towards the Filipino people….. My point, form an organization that will strengthen this bill to ensure the next generation won’t suffer the wrath of the BPO,CC, or any other job that would prevent them from utilizing what they learn from college……… otherwise, what’s the point anyway!?
We already have this, it’s called Open University. UP and PUP has this same program for both undergrad and graduate courses. Not all, mind you, but it a promising alternative for anyone who are busy in their day jobs but still desire to educate themselves.
In the past, this is equivalent to night classes, where you do your day job and attend classes at night. It’s basically the same end.
If this extends to primary and HS, it would bring a lot of opportunity for anyone to have an education.

Dapat may mahigpit na guideline para hindi tayo magproduce ng palpak na graduates. Ngayun nga na traditional ang classrooms eh sandamakmak na ang mga palpak, lalo pa pag may ganyan na programs na. Parang yung isang school dyan, saglit lang graduate ka na. Ang tanong may natutunan ba?
