NTC to require ISPs to block porn starting this month

The National Telecommunications Commission has posted a memorandum circular last January 30 that will require ISPs to block child pornographic content and websites in the Philippines.

This is part of the guidelines set forth to comply with the Anti-Child Pornography Act of 2009 (Republic Act No. 9775) which was passed some 5 years ago but will only be implemented now.

With the implementation of the rules and regulations, ISPs will have to install carrier-grade monitoring programs to identify and filter out porn content. This could include websites and blogs that publishes porn content, video streaming services that allows uploading and viewing of pornographic video, file sharing sites and webcam services that facilitates the same.

The Philippine is one of the top countries for porn as well as primary source for an emerging webcam child sex tourism. Last month, PornHub reported that the Philippines ranked #15 in global mobile traffic to their site.

In 2008, we also reported that the Philippines ranked #8 in the world for porn revenues.

    Bakit ba porn ang pinagkakaablahan ng gobyerno when we have more pressing problems like the China’s bullying, Napoles – asan ang ninakaw, taxes – why is BIR nitpicking on small taxpayers but continuously turn the other cheek sa big corporate tax evaders, Meralco who jacked up their rates by 40%, Maynilad and Manila Water, GOCC directors who take millions as bonus payouts, the toxic wastes that are thrown our way (because someone or some people were paid to let these wastes be smuggled in) and the list goes on.     If the ISP’s here are going to block Porn Sites, then it would be only a matter of time before they make the Internet a pay to visit per site. I.T. Security should be strongly enforced here in the Philippines. But since this a third world country, it will take Decades before that comes into play. After all Internet is Internet. I was born in the 80’s where this type to tech does not exist. Where’s that Remote? I going to watch TV instead!

    Really? Hmmm . . . Well, in a sense I think this is a global concern. Still, regarding the porn issue, I don’t think this is a good investment for a country. Well, it could straighten up the thoughts of most people watching porn, and if we look at it this way, it could lead to a better nation. But taking Japan as an example, being one of the top producers of pornography in the world, their capability as a country is still high even though they watch a lot of porn. I don’t know for what purpose this “forced control” is being implemented for. Is it to regain the “honor” of the Philippines as a nation and remove it from the #15 spot in PornHub? Maybe its because we sell a lot of pirated DVDs (porn or not) that the country have gained the spot in terms of site visits, streams, and/or downloads. Hahaha. I don’t know . . . Something tells me that this isn’t a good investment. Have they really run out of ideas, or things to prioritize that they have decided to prioritize such? Well, I’m not against it, nor am I with it but the point is that, I’m still lost. What are their objectives for this? If there is porn, or none, so what? I don’t get it.Last time I checked, we still got a China-bullying problem, Yolanda, Zamboanga siege, and the Bohol-Cebu earthquake.
