NTC to require ISPs to block porn starting this month

The National Telecommunications Commission has posted a memorandum circular last January 30 that will require ISPs to block child pornographic content and websites in the Philippines.

This is part of the guidelines set forth to comply with the Anti-Child Pornography Act of 2009 (Republic Act No. 9775) which was passed some 5 years ago but will only be implemented now.

With the implementation of the rules and regulations, ISPs will have to install carrier-grade monitoring programs to identify and filter out porn content. This could include websites and blogs that publishes porn content, video streaming services that allows uploading and viewing of pornographic video, file sharing sites and webcam services that facilitates the same.

The Philippine is one of the top countries for porn as well as primary source for an emerging webcam child sex tourism. Last month, PornHub reported that the Philippines ranked #15 in global mobile traffic to their site.

In 2008, we also reported that the Philippines ranked #8 in the world for porn revenues.

    You can’t find child porno in mainstream porn sites. These porn sites are legal sites and they are prohibited to contain child porn. It is found on deep web. Very stupid. Tanga-tangahan lang. and this is a VIOLATION OF HUMAN RIGHTS!

    Walang sense, nde nito masusugpo ang child pornography… operators of child pornography will just used vpn and alikes, viewing porn is a problem but child exploitation is another matter. You cant stop child exploitation just by blocking viewers. They can operate using vpn and their viewers are from around the globe. IMO, you cantstop the source just by blocking sites.

    A whole lot of garbage again. Lots of sites gets its own share of porn. Facebook, Tumblr, Blogspot, Twitter; they all get porn. Does that mean these sites will get blocked too? Will they actually find every single content and block it? No, you bet they won’t. Blocking the whole platforms is a lot easier. So unless they get more specific, say goodbye to your favorite websites. If not, then we can always share our stuff over at Facebook, right?

    Then again, will this really solve the problem? All it’s going to do is hide the problem from us. As usual. That’s what’s our government is good at. You can’t solve the crime? Well let’s just hide this and pretend it never happened! And now they’re going to mess things up just so they can look good from everyone else.

    2000 years ago there was no internet. But does that mean prostitution, child abuse or something along those lines didn’t exist?

    PLDT has been capping torrents download speeds for quite a while now its been 3 months na, hindi siya fixed its intermittent depende lang talaga cguro pag sobrang traffic network nila. Ive also read na pldt wont be implement any capping on their wireline services its just a problem with on one of their submarine cables thats B.S. , like this topic right here anything that would free up their network this will surely be implemented 100%. net neutrality my ass -pldt.

      Smooth-sailing yung torrent activities ko since late January, avg. 250-320 kbps throughout the day

      have your connection checked dude…kung capped at throttled ka, tapos na yung problema na yan

    People pay their internet service provider the amount of money they ask monthly in the hopes of using the internet as a means of escape in their daily lives FREEly… that escape includes whatever the hell the person wants even if it include pornography… so wouldn’t it be a waste of money if I pay for something yet I wouldn’t be able to use it on whatever the hell I want? Stupid Government of the Philippines… this just proves the point that there is no more hope for the Philippines… economically at least…

    walang duda ang nga swapang nating telecoms na nagooffer ng unlimited but limited internet ang may pakana nito. alam nila na madaming pinoy ang manonood ng porn videos. kapag iblock ang mga porn sites na yan tiyak kokunti ang internet traffic at makakasave sila ng libu-lubong gigabytes of bandwidth, which means more profit.

    hindi to ang solusyon para sa child pornography. problema na yan ng administrasyon. ang daming problema sa pilipinas na di nasosolusyonan bakit ito ang pinagtutuunan nila ng pansin. grabe ang korapsyon, proverty, unemployments, yan ang dapat nilang solusyonan. di pa nga nasosolusyonan ang sobrang mabagal na internet sa pilipinas eh.. kabobohan to NTC

    Actually the NTC under the child pornography law, doesn’t have the power to block all pornographic sites, it only has the power to require the blocking of sites which contain child pornography or related issues.
