The National Telecommunications Commission has posted a memorandum circular last January 30 that will require ISPs to block child pornographic content and websites in the Philippines.
This is part of the guidelines set forth to comply with the Anti-Child Pornography Act of 2009 (Republic Act No. 9775) which was passed some 5 years ago but will only be implemented now.
With the implementation of the rules and regulations, ISPs will have to install carrier-grade monitoring programs to identify and filter out porn content. This could include websites and blogs that publishes porn content, video streaming services that allows uploading and viewing of pornographic video, file sharing sites and webcam services that facilitates the same.
The Philippine is one of the top countries for porn as well as primary source for an emerging webcam child sex tourism. Last month, PornHub reported that the Philippines ranked #15 in global mobile traffic to their site.
In 2008, we also reported that the Philippines ranked #8 in the world for porn revenues.

saklap lng… -____-
You can’t find child porno in mainstream porn sites. These porn sites are legal sites and they are prohibited to contain child porn. It is found on deep web. Very stupid. Tanga-tangahan lang. and this is a VIOLATION OF HUMAN RIGHTS!
“Save the users, jail the pushers.”
Walang sense, nde nito masusugpo ang child pornography… operators of child pornography will just used vpn and alikes, viewing porn is a problem but child exploitation is another matter. You cant stop child exploitation just by blocking viewers. They can operate using vpn and their viewers are from around the globe. IMO, you cantstop the source just by blocking sites.
A whole lot of garbage again. Lots of sites gets its own share of porn. Facebook, Tumblr, Blogspot, Twitter; they all get porn. Does that mean these sites will get blocked too? Will they actually find every single content and block it? No, you bet they won’t. Blocking the whole platforms is a lot easier. So unless they get more specific, say goodbye to your favorite websites. If not, then we can always share our stuff over at Facebook, right?
Then again, will this really solve the problem? All it’s going to do is hide the problem from us. As usual. That’s what’s our government is good at. You can’t solve the crime? Well let’s just hide this and pretend it never happened! And now they’re going to mess things up just so they can look good from everyone else.
2000 years ago there was no internet. But does that mean prostitution, child abuse or something along those lines didn’t exist?
This is addressed to wew:
Are you one of those holier-than-thou religious types? Bakit kailangan mabigyan ng solution ang porn? Are you retarded? GTFO my internets
Have you checked the mid-east?
Well, it’s no use trying to argue with you.
@wew well may good effects din ang panonood ng porn kung para lang sa mga may honeymoon after they married but the bad effect is when you are already addicted to porn.
ill be just more specific to my comment, this will not totally solve the pornography, even child pornography. pero atleast kahit isa sa mga ways para makpaagporn e mapeprevent na.
pabor ako dito, mas maiiwasan ung child pornography, bibilis pa ang internet kase alm kong karamihan e nagpoporn.haha ayus pag naibsan na ang traffic congestion =))) \m/
Dude, the internet doesn’t work like that.
PLDT has been capping torrents download speeds for quite a while now its been 3 months na, hindi siya fixed its intermittent depende lang talaga cguro pag sobrang traffic network nila. Ive also read na pldt wont be implement any capping on their wireline services its just a problem with on one of their submarine cables thats B.S. , like this topic right here anything that would free up their network this will surely be implemented 100%. net neutrality my ass -pldt.
Plan 999 here (3mbps) AFAIK, walang throttling ang PLDT
Smooth-sailing yung torrent activities ko since late January, avg. 250-320 kbps throughout the day
have your connection checked dude…kung capped at throttled ka, tapos na yung problema na yan
Ang swerte mo sir, are you in the metro din po ba?
ang weird kasi 10 Mbps, speedtest is @ max, torrent speed wont exceed 50 Kbps. Dati ang sarap prang direct download ang torrent
I doubt it if mai-implement talaga to, in a strict sense.
philippines government is ludacris! they should be attending to more important matters. sureley a lot of people will be raped this comming years. remember remember the fifth of november.

* Ludichrist
Ludacris is a rap artist
I stand corrected
*Ludicrous
Another reason why I hate the Philippine Government.. As if there are no other important issues happening.. The Internet should be FREE(DOM)
People pay their internet service provider the amount of money they ask monthly in the hopes of using the internet as a means of escape in their daily lives FREEly… that escape includes whatever the hell the person wants even if it include pornography… so wouldn’t it be a waste of money if I pay for something yet I wouldn’t be able to use it on whatever the hell I want? Stupid Government of the Philippines… this just proves the point that there is no more hope for the Philippines… economically at least…
Also why are they focusing on this issue when there are more important things to focus on… Issue with Napoles and Pork Barrel Scam… Anti-Dynasty Bill… PDAF scam… seriously? What are you doing focusing on the stupid thing and not the possible thing that would help all of Filipinos?Seriously?
That is not going to work —– VPN programs can easily bypass such blocks by ISPs. Please go after “real” problems and leave our internet alone…
But a ”good” VPN costs money.
In a way, vpn is not a viable solution
@abuzalzal well if you dont have money then use other tools which is free to bypass their censorship.
Nanny state?
Its another “pabango” law. Will it really fix the problem with children being abused and exploited? Will it fix the problem of street children getting sucked into crime and drug abuse? Nope.
Will it give the government a loop hole to shutdown sites showing anything they can define as pornography? You betcha!
This calls for a new revolution. We are slowly being fucked up by stupid government officials and their ignorant policies. FOI Bill is still rotting in Congress, local ISPs are throttling bandwidth speeds (the slowest in the world) and now, they’re blocking porn! Why don’t they block those retarded and stupid local TV shows controlled by the oligarchs. The INTERNET is free, no government should control it.
no problem just use tor
BI requires all tourists proof of financial capability to travel

Anong nangyayari sa Pilipinas? Kalokohan ni PNoy.
Actually the NTC under the child pornography law, doesn’t have the power to block all pornographic sites, it only has the power to require the blocking of sites which contain child pornography or related issues.
Pabor ang Local ISPs dito and they will not hesitate to implement it asap
Less Porn streaming activities will ease-up their traffic congestion woes
