Adsense for Domains has now been finally opened to international publishers, including the Philippines. You should be able to see the new link inside your AdSense Publisher Panel via the AdSense Setup tab. You will need to do some DNS modifications on the Registrar level in order to completely set up AdSense for Domains but it should be an easy step.
