Sen. Recto calls for 10 Mbps minimum Internet speed

After filing Senate Bill No. 2232 or the “Free Metro Manila WiFi Act of 2014“, Senate President Pro Tempore Ralph Recto files another Senate Bill called “Bilis Konek Act of 2014” that will require ISPs to offer a minimum Internet speed of 10 Mbps.

The Senate Bill 2238 or “Bilis Konek Act of 2014”, would empower the National Telecommunications Commission (NTC) to require all ISPs and telcos in the country to provide its consumers a minimum of 10 Mbps speed for mobile broadband/Internet access. Those subscribed to fixed and fixed wireless broadband/Internet access should have at least 20 Mbps.

“The national march towards a broader Internet or Wi-Fi access should be in cadence with a decent Internet speed. Aanhin mo ang Wi-Fi kung puro ka naman antay?” Recto said.

In a report by Rappler, the NTC has also proposed to make Internet a “basic service” instead of “value added service”, enabling the agency to regulate speed and price.

“Internet is not a basic service [now], meaning the NTC cannot fully regulate it and I think it can be. It is already recognized as a human right,” said Senator Bam Aquino.

Senator Loren Legarda, on the other hand, suggested that rates should be reviewed and adjusted. “Fair is fair. The rates should be adjusted lower. Mali ba ako?”

    Personally I think the Gov’t needs to invest in telecommunications first before telling companies to use their own money to upgrade.

    I don’t work for telcos but I’d expect it would cost so much to upgrade that it regardless if income is still generated, it doesn’t justify the costs to produce that bandwidth.

    Madali sabihin na “Dapat 10/100/1000mbps min speed” and madali lang din magcompare sa ibang bansa ng speed pero intindihin niyo din na ang mga ibang bansa yun gobyerno nila nagbibigay ng pera para ayusin ang mga itong problema. Eh tayo? Hanggang salita lang yun pera pumunta sa Pork Barrel, etc.

    I’d love to get an extra boost of 10mbps to my internet connection – I mean who wouldn’t? I’m not defending Globe & Smart/PLDT that they shouldn’t upgrade (they should no matter what) – I just wish the Government can do more than just telling companies what to do (because if hindi maguupgrade ang Globe/Smart – ano gagawin ng gov’t? Tanggalin services nila? Saan na tayo kukuha ng internet?)

    Dapat i define ng tama ang 10mbps.. hinde lang download. DAPAT UPLOAD AND DOWNLOAD 10 mbps

    etong mga ISP, ang damot magbigay ng upload speed, lahat sila halos 0.7 mbps lang ang speed.

    Mr. Senator…. paki state dapat upload and download speed yang sinasabi mo.. please lang.

    Sana mapatupad, lalo na yung nag download ng games from steam and/or origin like me and always stream movies and videos in 1080p resolution, syempre, gagawin nilang righteous ang price over speed.

    Para sa akin wala naman problem kung average speed sa bansa natin is 2mbps ang sakin lang dapat “STABLE” as in literal na “STABLE” ang speed nya.

    overkill na ang 10mbps unless meron kang special needs. meron ba nakalagay na dapat maging affordable ang 10mbps? alam ko wala

    i have 2.5mbps and ok na yun for normal people. mas important sa akin ang unlimited no cap kesa sa high speed

    mas important ang 1. no capping and 2. dapat pareho ang speed sa advertised speed otherwise pwede ipaputol without lock in penalty and 3. reliable ang service otherwise pwede ipaputol without lock in penalty

    dapat talagang ibilis ang internet connection natin..kasi Pilipinas na lang ang nahuhuli kung titignan nating ang internet speed sa ibang bansa walang wala ang Pilipinas, naiiwan tayo.
