The Department of Information and Communications Technology (DICT) has just announced that President Duterte has awarded Mislatel with a Certificate of Public Convenience and Necessity (CPCN). A CPCN refers to an authorization grant that allows a qualified applicant, in this case, Mislatel, to legally operate and/or provide public services within the Philippines. Back in June 2019, Mislatel announced that it planned to operate by July 2019 and that it had signed a share purchase agreement in an effort to obtain a (CPCN) from the National Telecommunications Commission (NTC). DICT and the National Telecommunications Commission (NTC)'s awarding of the CPCN officially allows Mislatel to operate as the third telco in the country. The Consortium, comprised of Mislatel, Udenna Corporation, China Telecom, and Chelsea logistics promised to offer 55 Mbps of internet speed in five years. The Philippines remains among the slowest countries in transitioning away from 3G networks, with most mobile users still relying on older devices that do not support newer voice technologies. Compared to neighboring countries, the Philippines trails behind Malaysia, Singapore, and Thailand in VoLTE adoption. GSMA Intelligence estimates VoLTE penetration in the Philippines could rise to 43.2% this year.
