Steam has officially confirmed that all Steam purchases made in the Philippines will be subject to 12% value-added tax (VAT) starting June 1, 2025. Steam confirmed the new tax policy on its website, which aligns with the Republic Act 12023, or the 12% VAT on Digital Services Law. In comparison to other countries in Southeast Asia, the Philippines’ 12% VAT is the highest. Similar to Steam, Meta has registered for VAT in the Philippines effective on June 2, 2025. The VAT will be added to the cost of Facebook ad purchases at the prevailing rate of 12%. Instead, users will be responsible for reverse charge, report and remit 12% VAT on ad purchase(s) to the BIR using BIR Form 1600-VT.
