According to the company, access for users in the Philippines should return soon if it has not already been restored. It stated that Tumblr was "not licensed by Philippine authorities." The message also included links to gambling websites approved by Philippine Amusement and Gaming Corporation (PAGCOR). The incident caused confusion among local users since Tumblr is primarily known as a blogging and social media platform and not related to online gambling services.
