Akbayan Party-list Rep. Chel Diokno has renewed efforts to create a national framework for artificial intelligence (AI) governance in the Philippines.
Diokno, together with some other lawmakers, filed House Bill No. 10362, or the proposed AI Governance Act, in a move that is meant to push the responsible use of AI while still shielding Filipino workers and consumers.
Under the proposal, workers who get affected by AI would be given reskilling and upskilling, plus assistance for job transition and that sort of support. Meanwhile, companies that plan to use high-impact AI systems would also need to let affected workers know at least six months before those systems are deployed.
There’s also an AI Bill of Rights part, which would cover privacy, transparency, and protection against unfair decisions made by AI, for real. Diokno said that clear rules are really necessary, so people are protected while the country can still take advantage of AI technology.
