The Philippines’ Department of Information and Communications Technology (DICT) has ordered an immediate ban on access to Grok, an AI tool created by Elon Musk, following complaints linked to child pornography.

According to DICT Secretary Henry Aguda, Grok broke Republic Act No. 9775 or the Anti-Child Pornography Act of 2009 due to reported misuse involving the production of sexually-connoted images using the AI, including so-called “deep fakes” involving females and children.
As he was talking to a radio station, he underscored that the government had to move fast due to the gravity of the offense.
Access to Grok will only be restored once it complies with Philippine laws and government standards. The National Privacy Commission is currently coordinating with Grok’s developers and is awaiting their response.
Grok has faced global backlash for allowing users to generate altered, sexualized images directly through social media. The Philippines is now the third country to block Grok, following Malaysia and Indonesia, while other nations continue to monitor the issue closely.
