This resulted from the Supreme Court affirming two orders from the National Communications Commission (NTC) in December 2005 and August 2008. The Supreme Court added that the NTC has ‘full discretion to assess and evaluate applicants to these frequency spectrums’. The NTC oversees the allocation process for frequencies to ensure quality. The country's top telcos, Globe Telecom and Smart Communications, recently passed NTC's Quality of Service (Qos) Benchmarking Tests for the second quarter of this year. According to NTC's results, Globe improved to 1.46% from 2.6% (lower is better) while Smart fell back a bit at 1.26% from 0.87%.
