As reported by Inquirer.net, the National Telecommunications Commission (NTC) announced that it would review proposals to improve the SIM Registration Act, including a requirement for SIM card owners to be physically present during registration. The NTC and telecommunications companies have raised concerns about SIM cards being sold for illegal purposes. The NTC has already directed telecom companies to improve their registration processes and better validate SIM cards. This resulted from the Supreme Court affirming two orders from the National Communications Commission (NTC) in December 2005 and August 2008. The Supreme Court added that the NTC has ‘full discretion to assess and evaluate applicants to these frequency spectrums’. The NTC oversees the allocation process for frequencies to ensure quality. The country's top telcos, Globe Telecom and Smart Communications, recently passed NTC's Quality of Service (Qos) Benchmarking Tests for the second quarter of this year. According to NTC's results, Globe improved to 1.46% from 2.6% (lower is better) while Smart fell back a bit at 1.26% from 0.87%.
