MMDA to adopt four-digit number coding

The Metropolitan Manila Development Authority, or most commonly known as MMDA, is planning to implement a four-digit number coding system which aims to ban your vehicle for two days in a week.

If implemented, vehicles with plate numbers ending with the following digits will be banned on the assigned days:

  • 1, 2, 3, 4 banned on Mondays
  • 5, 6, 7, 8 banned on Tuesdays
  • 9, 0, 1, 2 banned on Wednesdays
  • 3, 4, 5, 6 banned on Thursdays
  • 7, 8, 9, 0 banned on Fridays

MMDA believes that the new system should cut the number of vehicles on the road by 40%. “In 2010 we only had around 1.9 million of registered vehicles in Metro Manila, but now it will reach 2.3 million so maybe we can adopt what is being implemented in Rio de Janeiro sa Brazil which are implementing the four-digit number coding.” said MMDA Chairman Francis Tolentino.

The new number coding system is just one of the solutions that the agency is considering to ease the traffic in the Metro.

  1. its a stupid idea… its as if we have a very efficient public transport system. Why not they start regulating buses along EDSA. Sila palang malaki na ang contribution sa traffic eh. Specially the terminal thing they did… its not helping. Gates of Hell talaga!

  2. They are not thinking… un agad ang mind thinking nila ang babaw… bawls bawas lang? Enforce traffic rules strictly… no to lagay lagay system… sa boni madam yan… lagay lagay ang BUS sa MMDA para matagal cla kumuha ng pasahero… MMDA dapat ang bawasan…

  3. scape goat ang number coding na yan! remove bus and jeepneys, Efficient and non obstructive mass transport ang kailangan! yung walang boundary/commission ang driver para hindi desperado sa daan.

  4. Let’s play their stats, so around 40% that the traffic will eased up. Is this 40% do really have only 1 car and cannot anymore afford another one? What I believe why there was an increase in car sales, one factor for this is the coding system. Why not bring back the car pooling system.

  5. Isang malaking kalokohan to. Kung gusto nilang mabawasan ang traffic jams, they should regulate the public transpo. If you saw the recent post of top gear philippines in facebook, you’ll see that not private vehicles, but public vehicles which causes a lot of jams. Di sila marunong sumunod sa batas trapiko at tamang load and unload zone.

    Mga private nga diteso lang ang maneho sa EDSA. Hindi yan tumitigil para magsakay ng pasahero sa EDSA. LOL

    isipin nyo pag binawasan ang bus at jeep ALL OVER METRO MANILA, transport strike everyday ang eksena.

    Isipin nyo ang anak nyo na nag aaral sa University Belt.

    Not all have private vehicles.

  9. another genius proposal ni tolengtinoy, kakampi yan ng mga car dealers, natuwa p ibida na tataas daw sales ng mga sasakyan sa bansa, gaganda n ekonomiya ng mga may pera, mapanupil talaga mmda….o sadyang mga bobo lang…bawasan bus at patinuin mga jeep drivers..! never ending story.

  10. The volume is not really the problem. Its our public transport system and DISCIPLINE. If we only have Singapore-like public transport system many would be encouraged to take MRTs, Buses or jeeps instead of buying a car.

  13. wala man akong sasakyan, but I commute alot sa EDSA, and yes, those public transport really needs an overhaul. Disiplina talaga ang kelangan nila. Dagdagan mo pa ng kolorum.

    IMHO yung Bus A-B-C na yan, somewhat effective, the problem lang dyan eh sa umpisa lang strict, then after a month or two…wala na.

    Like those overpass walk ways of BF, sa umpisa, maraming pumupuna, yet nasanay na din mga tao, ayun, effective pala.

    Sanayin mo yang mga PUV drivers na yan, punahin man, masasanay din mga yan. And sympre, strict implementation ng batas lang.

  16. wala ako kotse..but i sympathize for those who have..and yung isa lang ang kotse….kayod marino para magkasasakyan..para maginhawa ang pagpasok or pagpunta kung saan..tapos hindi mo pala magagamit…kawawang pinoy…dapat kasi pinag-aaralan nang MMDA yung daloy nang trapik..kung saan ang choke point..yung exit area…

    masama pa nito..apektado rin yung public transport…so kung commute ka…asahan mo siksikan at bihirang byahe nang public transport..mas lalo ding dadami tao sa MRT/LRT…

  17. Ang dami na naman magagaling mag comment. Ibalik na lang yun odd even para 50% ang bawas. Sama private at public vehicle… Bawal mag park sa lahat ng kalye. “No parking no standing” lalo na sa mga major road. Dapat kasi bawal magpatayo ng building o bahay na wala sariling garahe. Luluwag sigurado mga kalye pag nagawa mga yan… Kaya naman natin mag adjust kung gugustuhin natin.

  18. Ang jeepneys, buses walang disiplina kahit saan at gitna ng kalsada nagsasakay, nag bababa ng pasahero. Buses, Trucks gumigitna sa kalsada bumabagal daloy ng trapiko. Provincial buses dumadagdag sa dami ng vehicles sa Manila, dapat terminal nila sa labas o malapit lang sa Manila. Ang mass transit(MRT/LRT)natin kakaunti dapat dagdagan. Ang law enforcers walang alam sa batas trapiko, tricycle, pedicab,kuliglig makikita mo sa mga national road bumabyahe.Single na motor kaliwat kanan kung lumulusot, sumasalubong headon sa pag-oovertake walang humuhuli. Try muna kaya nila ayusin ito baka di na kailangan ng number coding.

  19. kawawa talaga ang mamamayan kapag bobo ang mga nakaupo sa pwesto.
    Puro pahirap sa tao ang naiisip nila para lang masabi na nasolusyonan ang problema.
    Traffic: too many vehicles in too little/narrow roads.
    Stupid Solution: Number coding / prohibition in use of vehicles… (People’s taxes go to Corrupt Officials pocket)
    Wise Solution: Wider roads. Alternate roads. More and efficient Mass Transit System like MRT and LRT (People’s taxes go to proper use)

  20. kalokohan…Paano yung mga small business na iisa lang ang delivery vehicle or service? Un ngang isang araw lang na di makabyahe eh problema na un, dalawang araw pa kaya? Andun na ung volume ng vehicles na nasa kalsada pero no. 1 problem is walang disiplina ang mga bus, jeep at fx na kung huminto para magsakay wh animo hari na hihinto sa gitna ng kalsada. Kung itatabi nga nila minsan, nakalabas naman huling bahagi ng sasakyan, wala rin.

    Disiplina ang problema dyan at hindi un napapatupad ng maayos.

  21. yung mga nag aagree jan sa bagong patakaran MMDA un ang mga walang kotse….bili bili din kayo pag may tym para maranasan niyo ang nakakaboyset na coding na yan isang araw pa nga lang n coding nakakaboyset na lalo pa pagdadalawang araw ang coding. Go to hell MMDA!!!!! di namin kasalanan na magka traffic.

  22. bad suggestion. there are so many low-hanging-fruit options which can be done, such as:

    – stricter implementation of loading / unloading schemes, traffic laws
    – promotion of “christmas lanes” while ensuring that cars who don’t have their own parking slot are NOT allowed to park along a publicly owned road
    – car pooling program (e.g. exemption from coding if a sedan has 4 passengers, etc.)

  23. Pabor ako dito. Affected lang naman nito kasi yung mga isa lang ang kotse na hinuhulagan pa nila kaya nanghihinayang na di magamit.

    Magpatupad na 10-15 yrs lang ang duration ng pag gamit ng isang private vehicle para hindi tumatambak. Aminin natin na madami na din talagang private vehicles.

    Huwag lang natin i-push yung mga changes sa public transpo kasi hindi yun fair. Kailangan lahat tayo may part na isa-sacrifice para sa isang common goal na maging maayos ang bansa natin.

  24. Wow, so now people who can buy cars to avoid this will just not buy cars! They will gladly follow this scheme and take the already over-populated public transportation system! Ngayon mas matraffic na rin sa madaling araw dahil lahat tayo gustong maabutan ang window.

    Money-making scheme lang yan ng MMDA para mas maraming makahuling naka-coding dahil ang labo din ng number-to-day allocation. Hulihin niyo kaya yung mga jeep at bus sa EDSA na lumalabag sa traffic rules, esp. Guadalupe.

  25. basta ang sagot lang dyan, stricter implementation of rules lalo na sa mga PUV, dahil pasimuno ng trapik yan.

    limitahan ang pag mamay ari ng maraming kotse, lalo na sa mga mayayaman na parang showroom ng kotse ang parking lot…haha

  26. 1 bus in edsa is equals to 2 cars that can occupy that space. 1 bus swerving to occupy 2 lanes in edsa is equals to 4 cars occupying that space. 1 bus swerving to occupy 3 lanes (eto laging nangyayari) is equals to 6 cars which should be occupying that space in edsa. Take out these buses and you free up that enough space to accomodate private vehicles. That is the reason kaya maluwag ang edsa tuwing may transport strike. Why can’t MMDA observe these realities? What happens to the road users tax that the government collects from motorists tapos di mo naman magamit yung vehicle mo? Babawasan ba ng government yung taxes natin if they implement this new scheme?

  27. Yung mga FX may expiration age na, bawal na bumiyahe yung 13 years pataas.. sana sa BUS at Jeepneys ganun din patrapik na nga tapos dilapidated pa tsk tsk
