As ordered by the National Telecommunications Commission, all Metro Manila landlines will have an additional prefix number beginning this year, bringing the landline number digit to 8. Here’s a quick cheat sheet on what to know before dialing a landline.

The NTC memorandum order, 10-10-2017, signed last October, states that all telecommunications companies offering landlines in Metro Manila must add a prefix to the existing seven-digit landline number and will take effect on March 18, 2019. Telecom companies will perform their migration transfer by midnight, and the new digits will be activated as early as 5 AM.
Here’s a quick list of those numbers:

Other prefixes not mentioned in this list are currently vacant, and the NTC will publish occupants in the future. The correct format for landline calls from mobile beginning March 18 will be +63 2X-XXX-XXXX, X-XXX-XXX, or 02X-XXX-XXX, depending on the network, with the area code still intact and the prefix number added before the landline number.
Example: My current landline number at home is 217-9999 that is under Globe Telecom. You’ll need to add 7 to reach that number starting March 19, and it will be 7-217-9999. If you’re calling from mobile, you can use 7-217-9999, +63-27-217-999, or 027-217-9999.
