President Ferdinand Marcos Jr. has approved the country’s first National Digital Connectivity Plan (NDCP).

The NDCP is a long-term framework aimed at accelerating broadband rollout, lowering internet costs and closing the digital divide, the Department of Information and Communications Technology (DICT) said.
“The National Digital Connectivity Plan envisions a Digitally Connected Philippines — one where connectivity is meaningful, inclusive, and transformative, anchored on universal access, affordability, higher speeds, and secure digital services for all Filipinos,” said Presidential Communications Office (PCO) Secretary Dave Gomez.
Gomez also stated that the President acknowledged the country is lagging behind ASEAN neighbors but he is confident advances in technology will help narrow gaps in speed, coverage and cost.
The DICT said this is for the Philippines to catch up with regional peers by promoting faster, more affordable and more secure internet services nationwide.
The NDCP is anchored on four pillars: regulatory reform, universal access, increased infrastructure investment through public-private partnerships and building resilient digital infrastructure.
The plan was developed through consultations that began in early 2024 which has now received presidential approval.
