PhilHealth puts desktop PC budget at PHP 86K a piece

PhilHealth has denied the allegations regarding its proposed information and technology (IT) budget for 2020 which includes an alleged PHP 115 million budget for one laptop.

During a meeting with the Senate, PhilHealth senior vice president and chief information officer Jovita Aragona explained the breakdown of the controversial PHP 115 million budget. As reported by ABS-CBN, it is allocated for 1,341 units of regular desktops with a 3-year warranty. The official hasn’t disclosed the specs of the PCs but each model is priced at PHP 86,000.

Other items included under its proposed IT budget are 6 units of high-end laptops, 21 regular laptops, and 53 laptops in small-form-factor which costs PHP 56,000, PHP 50,562, and PHP 51, 200 each, respectively. PhilHealth has allocated a total of PHP 4.1 million for the laptops.

Aragona also denied the accusations of board member Alejandro Cabading regarding the PHP 98.07 million-worth of one item labelled as “unspecified three projects” in the said budget proposal.  The latter earlier accused his colleagues, as well as PhilHealth CEO Ricardo Morales, for the approval of the initial office equipment and software budget worth PHP 2.1 billion.

The PhilHealth official also shared that the department’s proposed budget has yet to be approved by the board. Revisions on its information systems strategic plan (ISSP) would be made following the expenditure plan’s approval.

Bobo ng nagsasabi hindi sobra yang ganyang amount for WORK desktop. Graphic designers o video editors ba tong mga taga Philhealth para gumamit ng desktop na abot ang budget para sa high-end gaming rigs?

Eh yung mga ginagawa naman sa Philhealth malamang na malamang similar sa mga software na ginagamit sa mga BPO at yun di naman ganon kataas specs ng mga desktop doon.

Future investment? ok ka lang? 83K per unit is a f*cking joke ano yan may watercooler office work ang trabaho nila di nila kailangan ng highend pc I.T. ako ng isang advertising company 25K to 30K lang ok na pede ka na gumamit ng PS at AI, ikaw ang gumamit gamit ng utak

25-30k alone can get you a rig good enough to stream mainstream esports titles with, and even an extremely budget-oriented build like that is more than enough for regular office workloads (literally don’t need to upgrade it at all).

My relatively high end build is worth slightly less than 86k and this can handle video rendering and 1440p ultra gaming with ease. Wtf does PhilHealth need over a thousand 86k rigs for? Unless binubulsa nila yung iba dun obvs ?

86k is actually in line within expectations for desktop computers though.
All-in-one desktops with a Intel Core i5 and Full HD screen can be priced at 55k when you get a quote for them in commercial stores. The three-year warranty is usually valued at 10k-15k, so that makes 70k.
But then that’s just the CAPEX (capital expenditure), you also have to take into account the MOOE (maintenance and operating expense). If your supply office is lazy they’ll just top off another 20% to the whole price and call it a day.
That’s how you end up 84k per unit, which is a stone’s throwaway at 86k.

that’s an effing crazy price for a regular desktop. maybe they just wanna be able to play AAA games on it as well. so there goes my contributions, FU Philhealth!
