As reported by Inquirer.net, the National Telecommunications Commission (NTC) announced that it would review proposals to improve the SIM Registration Act, including a requirement for SIM card owners to be physically present during registration. The online registration system has faced criticism for being exploited by fraudsters who sell preregistered SIM cards to facilitate scams. The NTC has already directed telecom companies to improve their registration processes and better validate SIM cards. In addition, the commission has proposed new rules to regulate SIM ownership and limit the number of valid government-issued IDs used for registration.
