#WiFi HotSpot

The app basically turns your phone into a WiFi hotspot running on 3G internet. That's it -- it will then use the built-in WiFi of your phone to turn itself as an access point. I've posted another tutorial here before on how to share 3G internet of your laptop to other devices via WiFi but that requires your phone to be connected via Bluetooth or USB to your laptop. There's another one called Walking Hotspot but they've already discontinued offering a trial version so you need to buy the license before trying it out.
