In a recent market research by comScore, the Philippines ranked #1 with the highest Facebook users as a percentage of internet users in the country. They also included Twitter and LinkedIn to give it a better perspective.

Social network penetration is incredibly high in the Philippines, reaching 95%. Facebook is the country’s most popular website, more so than Google, and has a penetration rate of 93.9%. The Philippines is also the eighth most popular country for Twitter use on a global scale, with a penetration rate of 16.1%. The popularity of photo sharing has increased by 46% in the country in one year, largely due to Facebook. Social networking is so popular among Filipinos, the country has been nicknamed “The Social Networking Capital of the World.†{source}
Israel came in second with 91%, Turkey at 90.9% and Chile at 90.2%. The two other SEA country that made it to the top 10 is Indonesia at 87.5% and Malaysia at 88.4%.
However, in terms of absolute percentage of the population, Malaysia is higher than the Philippines — 57% of Malaysians are on Facebook while only 28% of Filipinos are on Facebook.
The research also included penetration of other social networking sites like Twitter and LinkedIn. While Twitter usage is relatively high, LinkedIn (which has been up since 2003) scored very low. LinkedIn so a social networking site for professionals.

It looks like they used the ITU 2009 stats for internet users as a basis. My guess is the numbers are pretty off by at least 20%-30%
