Solon Proposes Driver Education Should be Taught to Senior High Schools

In an effort to minimize deaths caused by road accidents, Representative Antonio F. Lagdameo Jr. of the 2nd District of Davao del Norte filed the House Bill 5425 which seeks to include driver’s education on 4th year high school’s curriculum.

Under the HB 5425, all senior year students ages 16 and above are mandated to undergo a total of 30 hours of driving-related classroom instruction and 10 hours of accumulated driving hours under the supervision of professional driving instructor “who is qualified and accredited by the Technical Education Skills Development Authority (TESDA) and granted a professional driver’s license by the Land Transportation Office (LTO).”

If the bill passed, the responsibility of providing learning materials for the driver education program will be assigned to the Department of Education (DepEd) which will include all the necessary things that pupils need to learn about driving.

The measure mandates the Department of Education to adopt course contents standards for the driver’s education, which shall include knowledge of the operation and maintenance of motor vehicle, road traffic rules and regulations and mental and physical components of driving.

Likewise, as provided under the bill, students under the driver’s education program shall be taught correct eye usage, defensive driving, effects of alcohol, drugs and distraction on the driving task, and trouble shooting skills.

Upon finishing the driver education program, the student will receive a “certificate of completion” which he/she can use to apply for a student driver’s permit in lieu of passing the standard test that LTO conducts for student driver license applicants.

Rep. Lagdameo hopes that the House Bill 5425 will be the key to more knowledgeable drivers in the country which in turn would ultimately lead to safer roads all throughout the archipelago.

    WOW, isipin natin kung gaano kalaking pondo ang kailangan dito para lang mapondohan ito. Hindi dapat driver education ang pinropopose, dapat ay pedestrian education program, dahil lahat naman ay nagcocommute at naglalakad. Ayusin nila ang pagbibigay ng driver’s license. Kahit naman kasi hindi ganoon karunong nabibigyan na kaagad ng lisensya.

    Typical filipino ang mga comment nyo guys. Gusto nyo ng pag babago? ayan binibigyan na kayo options. Pag wala naman ginawa. Sasabihan nyo walang kwenta ang gobyerno. ANo ba gusto nyo? Parang yung terminal lang sa may coastal road. Sa una maraming nag rereklamo, pero tignan nyo. Naka adopt naman ang mga ciommuters diba? Inuuna nyo kasi ang reklamo. Try nyo muna subukan. Pag may aksyon may reklamo. Kapag walang aksyon reklamo pa rin. hssss

    Hindi driving education ang problema kundi yung nagreregulate magbigay ng driver’s license. Kahit sino pa yan, nag aral man o hindi, kung hindi naman pumasa sa standards, dapat hindi bigyan ng license. Problema dito kahit edukado o hindi sa pagmamaneho nakakakuha ng license. Ganun lang din! Kung maayos ang pag regulate ng gobyerno sa pagbigay ng license, mas limitado ang mga bobong driver sa daan!

      You hit it right on the head of the nail when you identified what the problem is. The buck stops at the Driving Licensing Office. IMO, this bill is redundant, expensive, and impractical for high school students.
      Redundant because we already have Driving Schools for this purpose. Who’s going to pay for thousands of new instructor/teachers and vehicles needed for practical driving lessons? Taxpayers or Students? We all know that most high school students do not drive after finishing high school. Most of them use public transportation to go to work or universities. so to me, this bill is not practical for them.
      Better solution is for the Gov’t to provide better driving education for those already enrolled at the Driving School and honest granting of Driver Licenses to those who qualified. I don’t think this bill will pass the first reading. Wala akong alam na ibang bansa na mayroon ganiyang High School program. Ayos sana ito kung mayaman lang ang bansa natin and everyone can afford a free driving course.

    If traffic rules and laws are not enforced, what is the point? Or is this also a question of driving culture? Or just culture? For one thing, Filipinos do not like queuing.

    Kahit ano ingat ng driver, kung ang Kasama naman nya s daan ay hindi maingat wla rin silbe ito batas n ito..tsaka based sa experience ang mga baguhan driver ang mabigat sa paa sa silinyador..tapos i-rerequire niyo p matuto lahat sila magmaneho..eh paano kung mahina ang loob ng bata eh di bagsak n siya agad..

    Dpat gumawa kyo ng mga batas n makabuluhan..katulad ng pagtaas ng sintensya sa mga pulitiko mandarambong at corrupt..dapat reklusyon perpetua agad para hindi tutularan

      e bobo ka pala e.. sinabi mo na problema at ngayong ginagawan ng solusyon, wala pa e kontra ka na.
      kaya nga edukasyon uunahin. di naman sinabing lisensyado na agad pag natapos. certificate of completion lang na pede ka na kumuha ng student license. at ang maganda dito, ensured na dumaan talaga sa tamang pagaaral ung mga magiging bagong driver. hindi sa puro palakad na lisensya kaya daming walang disiplina na gaya mo.
      itong iniihain, preventive, para masiguradong mas maayos ang mga magiging bagong driver.

      kaya madaming hindi maingat sa daan kasi walang nagtuturo sa kanila. natuto lang ang mga tao dito sa pinas na magmaneho sa mga driving schools at mga kamag-anak. hindi ba mas effective kung kasama sa pag-aaral nila ang tamang pagmamaneho?

      Kung mahina ang loob nila isa lang naman ibig sabihin nyan, hindi sila worthy magmaneho. same lang din kapag bumagsak sila, hindi sila dapat pinagmamaneho. pinapasakay ka ba sa rollercoaster pag may heart problem ka? hindi diba? kasi hindi mo kaya. ganun lang un
