A new bill is being proposed to curb traffic congestion in the country. Valenzuela Representative Rep. Sherwin Gatchalian is proposing the Proof of Parking Space Act that requires would-be buyers of new vehicles to provide proof they have have parking space suitable for the car they are buying.
By next year, an estimated 300,000 new cars will be sold to the public. This year it’s around 250,000. These new vehicles will add to the already congested roads and streets, especially in Metro Manila.
There’s also the problem of car owners parking their vehicles in the side streets, reducing the passable lanes that congests the smaller streets.
The street is primarily intended for vehicular or foot traffic and should not be appropriated as personal parking spaces for these vehicles. – Rep. Sherwin Gatchalian
The Proof of Parking Space Act will be enforced by the LTO to require buyers to file an affidavit of free parking space as a prerequisite to registration. There is a Php50,000USD 852INR 72,230EUR 812CNY 6,205 fine for violators.
In a related news, Rep. Gatchalian also proposed the Parking Fee Regulation Act to curb excessive parking fee charges by establishments.

As far as I know meron ganitong batas para lang sa PUV kaso mukhang di na pinapansin ng implementing agency which is LTFRB. Dapat hindi lang sa mga bagong sasakyan i-implement tong batas dapat isama na rin yung mga current vehicles na walang sariling parking space. Sa dami ng secondary road na pwedeng daanan para makaiwas sa traffic e ginagawa na lang parking lot yung kalsada puro double parking pa. Kaya pag may sunog sa lugar halos di makadaan yung mga truck ng bumbero. MMDA should look into current secondary roads which can be used by other vehicles as alternative route.

Kala ninyo good idea pero paraho lang yan ng bawal ang martilyo dahil sa martilyo gang. Kulang ang gobyerno sa planing at implementation nang matinong public transportation system so sinisisi nanaman nila sa iba. puro kasi pasikat kaya ayan mga train system naten palpak. mga bus/jeep/tryc etc. naten walng mga disiplina. mga daan lagi sira o kaya poor planning pag gawa. mga trafic enforcers me kanya kanyang racket. mga pedestrian nagkalat. hinde parking ang problema naten dito at ang tunay na problema eh yung imbes sa mga experto pina-develop ang urban infrastructure naten sa mga kurakot na nag kickback ang mga nagagawa ng mga yan. sigurado pag napasa yang batas na yan panibagong source ng suhol yan.

It’s true but what is the Government or the City doing to those people who have appropriated the street as their personal parking lot? Nothing!! Nasuholan lang ang mga bureaucrat at pulis ayos na.
If the police are doing an ‘honest job’ of enforcing the no parking laws, the street will be clear of the illegally parked vehicles.
I don’t see anyone benefiting from the proposed laws except maybe some bureaucrats, who are used to receiving bribes. The bill is targeted to people with money and it will just make it a little bit harder for them to buy a new vehicle. But let’s face it, if they can buy a new car, it will be super easy for them to offer proof of parking space.
TOW and TICKET all Illegally parked vehicles in the streets but the State has no business in asking where I park my vehicle. Just my 2 cents on the subject.
What’s the next bill in Congress- a bill that requires “Proof Of Affordability” before a couple can have a child? That would be something isn’t it?

It will not solve the problem of traffic congestion. It`ll only result to discrimination. Why they dont create a bill that can improve the public transportation of the Philippines where people would not need to buy a car or bring their cars just to have convenience and safe travel?
