The bill seeks to ban motor vehicles, motorcycles, motorbikes, scooters, and tricycles (public or private) to use any form of modified mufflers, sound boosters, or any device which will increase the sound output higher than seventy decibels. When applied as a law, vehicles would need to be tested by the Land Transportation Office (LTO) during their annual registration to make sure that mufflers would not go beyond the seventy-decibel threshold.
