Philippine Finance Secretary Cesar Purisima and Japan International Cooperation Agency (JICA) Chief Representative Noriaki Niwa has signed a loan agreement worth Php97 billion, allowing the Philippine government to construct a commuter railway connecting Tutuban, Manila and Malolos, Bulacan. The North-South Railway Project (NSRP) of the Department of Transportation and Communications (DOTC) involves the construction of about 37km new elevated commuter railway from Malolos, Bulacan to Tutuban, Manila; procurement of rolling stock; and installation of electro-mechanical systems. Phase 2 involves the construction and rehabilitation of approximately 653km commuter railway operations from Tutuban to Calamba and long haul rail operations on the branch line from Calamba and Batangas and extension from Legaspi, Albay to Matnog, Sorsogon. Department of Transportation (DOTr) and Sumitomo Corporation have signed the Package 3 contract for the Philippine National Railways (PNR) Clark Phase 1 which connects Tutuban and Malolos directly. On July 16, 2019, DOTr Arthur Tugade and Sumitomo Corporation Social Infrastructure Business Division General Manager Hiroshi Karashima signed the 37.6-kilometer railway that reduces travel time between Manila and Malolos, Bulacan to 30-35 minutes from over 1 hour. The PNR Clark Phase 1 will be connected to PNR Clark Phase 2 (Malolos to Clark) and PNR South Commuter which makes it an integrated commuter railway system.
