您是否也是那些多年来一直抱怨预付费余额在未被使用的情况下就莫名消失的人之一?现在有了希望,因为一项新的众议院法案正在制定中,旨在解决这一持续存在的“盗刷话费”问题,也就是大家常说的'Nakaw Load'。

根据由马林杜克州众议员洛德·艾伦·杰伊·瓦斯科起草的第6335号众议院法案,违反相关规定的 cellular 服务提供商将面临罚款:首次违规罚款50万比索,第二次违规罚款100万比索,第三次违规罚款500万比索。

此举还将要求电信服务提供商每日向其后付费和预付费用户提供详细的消费账单报告。这也符合《菲律宾共和国第7925号法案》(即“菲律宾公共电信政策法”)的相关规定。

交通部与通信部(DOTC)将根据法案指示制定实施细则。

“此举将保护每位终端用户作为消费者的福祉,并使其免受欺骗性、不公平及显失公平的行为和做法的侵害,”韦拉斯科议员表示。

我希望这项法案一旦通过成为法律,就能终结“我的话费被扣了!”的日子。

nakakainis ung SMART POWER PLUGIT BROADBAND,,, kapag nagload ka ng 60 taz nag-UNLISURF50 ka,,, after ng UNLISURF mo,,, remaining balance nalang is 1 peso as in PISO na lang ung palaging natitira taz pag nagcomplain ka pa patatagalin pa ung proseso ,, tatanungtanung pa ng mga detalye katulad ng kailan nagyare,, kailan ka nagload,, kailan ka nagregister sa UNLI,,,, etc… mga modus para tamarin ung ilang mga subscriber,,,ISIPIN MO UN,, pag me 1M na katao na nanakawan ng 100 pesos na hindi nila namamalayan,,, thats equal to 100M ,, broadband pa lang,, whats more sa iba pa nilang service?????? Ito po ay isang paninira na sila po ang may gawa,, hindi po ako,,, dahil may kasabihan po tayo na LUMAKAD KA MAN NG MILYAMILYA, MAHIRAP MAKAPULOT NG PISO,,,,,,,

I am a postpaid subscriber who has been experiencing overbilling by Smart.., Just today I registered to their Internet Bundle, 200 pesos for 20 hours.. Good price I thought.. I went online for 27 minutes, and tonight I inquired and there’s only 1149 minutes left on my package.

I promise I will just let my contract expire and I will go Prepaid, and load no more than 100 pesos at a time..

guyz, ang mga telcos po ay very strict sa kanilang mga contents or alerts. matagal na process and series of testings prior to launching ang ginagawa nila. kaya nasa atin na ang bola if we are going to accept the offer or not. i’ve been using a prepaid sim and continue receiving free alerts pero walang nakaw load kasi hindi naman ako nag su-subscribe. imposibleng magkaroon ng nakaw load kung hindi tayo nag acknowledge sa offer. anyway, this is a free country. let’s enjoy life using mobile phones with no regrets kasi need natin to araw araw. what if kung walang telcos.. balik n lang tayo sa telegraph or snail mail. ang panget di ba?.. agree ako sa hb6335 medyo matagal na debate nga lang uli ang mangyayari dito. hindi ako agree din sa daily alerts ng ating mga transactions. payag ba kayo na ang sarap ng tulog mo tapos may text nagising ka tapos daily alerts lng pala ng iyong transactions? wew! never! better if may online inquiry na lng. to end this wonderful topic, let’s be very vigilant sa mga alerts natin and pls do not reply if you do not intend to subscribe. mabuhay po tayo and always keep safe! I think it is also important that congress will make and pass a bill to address NAKAW PORK BARREL.I’m sure many filipinos will support this bill.

sana sa data usage din. nung bago pa ang BB plan dito sa pinas, it was not clear to me about the usage of 3rd party apps. so i only installed BB made apps. until i understood about api’s. too late, i still paid my shocking bill.

i experienced “nakaw load” when i once tried a ***** prepaid sim. di ko na pinaabot ng three months yong sim. nway, unlocked naman yong phone ko. i don’t think na katangahan ko yon kasi iv’e been a mobile user for almost 12 years now. last 2010 yata ako nag try ng ***** dahil pag uwi ko sa province, ang dami kong ****** subscribers na contacts. to my dismay, di mapapaliwanag na sobrang bilis maubos ng load ko. di naman ako nagsusubscribe sa mga promos nila. (Note: i wont disclose the name of the telco para naman hindi masabing against ako sa kanila or that i am biased. it’s only to tell you that it did happen then.)

i think the issue should not be with ‘nakaw load’ coz there is no such thing. may mga third party value added services lang na dahil sa katangahan natin eh napapareply tayo ng yes because of the word FREE but the fact is the first text is free and the succeeding is not. don’t get me wrong ofcourse i like the idea that our representatives are actually giving us subscribers to these big telcos but come on its a bill ibig sabihin pagdedebatehan pa and it would take a long long time pa. if for example naging law nga siya. kapag ako nakaexperience ng something like this who would pay for a good lawyer to defend me to those big telcos? why not ipush thru nalang ng ntc at dotc ang ganitong issue? addendum siguro sa regulations eh yung mga services that you are subscribed to kunwari unlimited txt and calling, mobile browsing, flexible rates of call and txts and the likes na hindi mo napakinabangan for some reasons, i never heard of refunds from these telcos yun sana ang maging focus.

sir, I beg to disagree. Been a SMART subscriber since 2007 and haven’t experienced any of “Nakaw Load”, since I read and fully understand each and every message na narereceive ko. Medyo tricky kasi yung mga ads nila kaya I kept my eyes on this.

Correct! This only applies to Smart. Their default settings in their server is to send load diminishing ads to their kawawang subscribers. Marami nang oras ang nasayang ko sa Customer Service nila hanggang sa pina-cut ko na lang ang number ko kasi hindi talaga nila tinitigil kahit naka ilang request na ako at pabalik-balik sa Wireless Center nila. Tagal pa naman maghintay. Their Customer Service sucks big time! Di hamak na mas professional ang mga taga Globe. Now, I used only Sun and Globe and shun everything about Smart. I also advocate against using Smart. This nakaw load can also be blamed to their Content Providers. Marami yang mga companies na yan na nakatago lang. I have a friend before na nagwo work sa ganyang company and they send their ads/messages in batches and may oras ang pag se send nila kasi nga naman, in millions ang mga pinapadalhan nilang mga subscribers. Nasaan kaya mga konsiyensiya nitong mga may-ari ng kumpanyang ito? Mga pobreng minsanan na nga lang mag load ang mga binibiktima nila. Dahil sa walang tigil ng Smart sa kakanakaw ng load ko, napilitan akong palitan ang number ko sa kanila which I have been using for 6 years. Hassle talaga. I switched to Globe. Bought a new SIM Card from them then I went to their Customer Service and told them that I don’t want to receive any ads in my number which I have activated just now. True enough, wala pa akong nareceive na kahit anong ads na nagnakaw ng load ko for almost 4 years na. Ang dali nilang kausap. Problem gone. Sana lang huwag maharang sa Senate or Congress ang panukalang bill na ito. Lakas pa naman maglagay ni MP sa mga pulitiko. Kaya abangan na lang natin at bantayan ang proposed bill na ito.

gawin nila yung tulad sa australian carriers, na nireregister yung number sa website nila, then maglogin makikita ang call and text logs (incoming and outgoing communications) then may corresponding value kung magkano yung cost nung isang entry.
we don’t need daily reports.
we just need to see what are the costs we are incurring.

EXACTLY! The cost for the daily SMS will for sure placed on the user, and the system implemented for the daily SMS billing report will just add strain to the servers.

If the telcos just provide an on-demand system for the billing report (tru SMS AND/OR online), I guess it will be sufficient for most users.

I don’t experience such thing na nawawalan ng load, kasi minsan mali din ng consumer, nakakita lang ng FREE na word dun sa message akala nila FREE talaga, eh may kabuntot yun na when subscribed to **** P15 3/week.

Ang gusto ko magkaroon is yung no expiration ng load. since that is money involved, dapat lang walang expiration. like me, nagpaload ng 100 tapos may matitirang 76pesos or so, then after 30days, wala na..lipat na yung 76pesos.

Hindi kasi lahat ng consumer parepareho. Meron madaling madaya. Kaya ang mga ads minsan e deceptive.

Pero tama ka, dapat may bill din na walang expiry ang prepaid credits.

count me in mga guys…sang ayon ako sa walang expiry sa prepaid load at sa anti nakaw-bill na ito. hoping lang na ma ipasa ito sa congress… kasi ang mga telcos nakikinabang sa mga bawat load natin at tayo naman nakikinabang din sa mga signal nila na medyo malakas at palaging mahinang coverage sa cellsites. (whole Philippines). Thanks.

I support this bill. Baka, pera under sa lamesa nanaman tong bill na ito. Sana, masira na ang mga butas para wala ng palusot ang mga telco.

And also, OFF TOPIC: talking about dead sim cards for prepaid. Bakit salamat nalang ang naiwang load kung mamatay ang simcard? ( well, of course, not unless if the simcard is totally scratched and damaged ). If that would be the case, why not purchase another simcard and just transfer the remaining load? ” Sorry sir, for postpaid plans lang po yun ” BS!

dapat maipasa to…tama lng talaga ang fines na yan para di talaga sila magnanakaw… kasi one thing that people still break the rules is due to the low fines that our government implements.. pag mataas ang fine, wla talaga ang krimen..but the next problem is corruption..

i just wish we could be like Singapore!! the country is really awesome!!! crime free…
