O+ just announced a new affordable quad-core, Android KitKat smartphone named the 8.38, and is priced below Php3.5K.

The new budget smartphone, according to O+, will have tons of great features to boot such as Visitor Mode, Doodle Control, Anti- Theft, and a Disc Jockey application.
