A New AI Platform for the Philippine Government Simplifies Public Complaints

Filipinos now have a faster way to raise concerns about government services. The Anti-Red Tape Authority (ARTA), in partnership with the Department of Information and Communications Technology (DICT), has launched the electronic Complaints Management System (eCMS), an AI-powered platform designed to simplify grievance handling.


The system uses artificial intelligence to automatically route complaints to the correct agency or local government unit (LGU), cutting down delays. ARTA Secretary Ernesto Perez explained that eCMS leverages existing Committees on Anti-Red Tape, ensuring faster resolutions. He noted that over 99% of cases are resolved quickly, with only about 0.7% requiring formal investigation.

To improve transparency, the platform assigns a tracking number to every complaint and operates 24/7, allowing users to file concerns anytime.

DICT Secretary Henry Aguda also highlighted the system’s real-time dashboard, enabling agencies to track performance, spot recurring issues, and detect irregularities—making governance more efficient and data-driven.
