Have you ever been flagged down by a traffic enforcer for an alleged violation, only to realize you forgot to bring your physical driver’s license? In such situations, motorists often fear being cited not only for the original offense, but also for driving without a valid driver’s license—even if they are, in fact, licensed. While this may later be downgraded to failure to carry a driver’s license upon presentation of the physical card at the Land Transportation Office (LTO), the inconvenience and stress remain unavoidable.

To address this concern, the Department of Transportation (DOTr) has reiterated that motorists may present a valid electronic driver’s license (e-DL) as an alternative to the physical card.
Since 2023, the Land Transportation Office (LTO) and its deputized traffic enforcers have been required to accept the e-Driver’s License when presented through the Land Transportation Management System (LTMS) or the eGovPH app, as mandated under Department Order No. 2023-015.
Transportation Secretary Giovanni Lopez emphasized that motorists without their physical license cards may lawfully present their e-DL during traffic stops.
“For example, if you don’t have your actual physical card but you have an e-driver’s license and you are apprehended for a violation, all you need to do is show the enforcer your e-driver’s license accessed through the LTMS portal. That is allowed,” Lopez said.
He added that drivers must have an active LTMS account to access and present their e-DL, noting that the availability of electronic licenses is also one of the reasons why physical driver’s licenses no longer need to be confiscated during apprehensions.
“The driver’s license holder must have an account. That is what you need to access and show to the enforcer. And this [e-DL] is also one of the reasons why there is no longer a need to confiscate the actual physical license,” he explained.
Meanwhile, the DOTr also reminded motorists that traffic violation fines may now be settled online, in line with the government’s continuing efforts to make public services more convenient, accessible, and efficient.
