What does it mean when they say “Up to NVidia GeForce 940M, 2GB DDR3 VRAM”. Does it mean it can be upgraded?

It means there are several configuration options for the laptop and the one with that video card is the one with the best graphics performance/capability.
Manufacturers often offer multiple configurations of a single model to allow for different buyers’ needs. Not all people want to play games on their laptops, for example, so not all people would be willing to pay for the cost of adding a separate GPU (the graphics card, like the GF 940M).
To cater to those people, the manufacturer would then assemble and distribute the exact same laptop — but without the GF 940M. In its place they might have the laptop use integrated graphics instead, which is not good for gaming but great at most regular functions, like video playback. The laptop also becomes cheaper :)
