Philippine government to launch Unified PWD ID system

Starting this month, July 2025, the Philippine government will be rolling out a Unified Persons with Disabilities (PWD) ID System. The program will include 35 cities and towns and will be led by the National Council on Disability Affairs (NCDA).

The goal of the project is to stop the usage of fake PWD IDs, making it easier for qualified individuals to access benefits. The new system is set to replace the current setup where local governments issue their own IDs. It’s going to be more streamlined with one standard ID issued by a central authority.

The ID will be available in either a digital or physical format, where the latter includes an RFID tag. It will also be able to connect to the National ID and e-verifier systems for faster, secure verification methods.

Registration will be done online, with help available at the local Persons with Disability Affairs Office (PDAO) desks. Applicants are required to submit valid documents, especially for non-visible disabilities like mental health conditions.

As such, the Department of Health (DOH) will release updated disability categories and a list of approved medically-certified conditions. The pilot program is slated to cover areas in Aklan, Bicol, Bulacan, Bukidnon, Cotabato, Laguna, Metro Manila, Pangasinan, Rizal, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

  5. Di ko talaga alam bakit an daming tanga sa PH Gov. Promising ung Natl ID project nila but they limited its capabilities as a pampakapal ng wallet plus the design, quality and speed of release ay hindi nkakaproud then now mag rerelease sila ng new ID separate sa Natl ID? Paano nila magagawa ito, eh yung simpleng Natl ID di nila magawan ng paraan.

    Ive seen that problem dati, kaya di ako kumuha ng Natl ID kasi nasasayangan ako. Sana, dati pa, ginawa na nilang all-in-one identification system yan. Sana nung nag Natl ID sila, sinabay na ang PWD ID. It should have contained RF tags and QR.

    I asked that same question sa pinsan ko working in the Gov’t. Ang sabi nya, mabagal talaga ang Gov’t ng Pinas, di yan proactive sa mga pagbabago. Gagastos yan ng malaki sa mga petty projects at walang nag iisip ng maayos, basta basta lang may mailabas kahit madami pang loopholes. Iniisip kasi ng mga taong gobyerno na madaming pera nman sila since galing sa tax.

    Kaya i really hate the govt super bagal at super gastos. Di pinagiisipan ang problema at mahilig lang sa bandaid solution. They have all the resources and manpower pero hindi nila ngagamit ng maayos. Kainis. In QC, they made a unified ID system that covers SR, PWD, SingleParent and regular Citizen, although nakukulangan pa din ako ng tag/chip for future proofing the system at least unified sya. Im looking forward for a real unified system na can have all national govt linked together from philhealth, nbi, sss, pagibig, PRC, PWD/Sr, banking, etc.

    I just hope na maging maayos itong ID registration na to para di mahirapan ang marami. A feedback from a non-physical PWD ID holder.
