Following the Memorandum Circular 2019-2176 issued December last year, LTO will now require prospective student drivers to attend a mandatory 15-hour driving course starting April 2020. To be able to offer the 15-hour seminar, driving course centers must first be accredited, which lasts for two years. The Land Transportation Office (LTO) has announced that the 15-hour Theoretical Driving Course is free at LTO Driver's Education Centers. 2019-2176, the 15-hour Theoretical Driving Course is one of the requirements implemented by the LTO before one could get a student permit.
