Twitter Circle, the new feature that lets users Tweet amongst a smaller audience is now available for everyone to use. To Tweet amongst people in your Circle, there is a dropdown menu at the top left next to your profile picture when writing a Tweet, select it and hit "Twitter Circle". To add people to your Circle, select "edit" beside the "Twitter Circle" option after clicking the dropdown menu mentioned previously. Traders begin sharing charts showing what may have caused the move, speculating about whether the commodity market will face shortages or surpluses, and forecasting how oil prices may affect foreign exchange and equity markets. However, if you're doing multiple successive Tweets, I think it would be cheaper to access Twitter Mobile via 3G and pay Php5 per 15 minutes.
