The Department of Information and Communications Technology (DICT) has ordered the National Telecommunications Commission (NTC) to promulgate rules and regulations for telco entities to mandatory unlock phones and devices after its lock-in period. If the subscriber has completed his/her lock-in period with the telco and has no outstanding obligations on their subscription contracts, then he/she has the right to demand a mandatory unlocking of his/her phone. The NTC is now ordered to draft a Memorandum Circular in accordance to DICT's rules and regulations of the Memorandum order.
