New solar power and battery storage facility to rise in New Clark City

The Bases Conversion and Development Authority has teamed up with Saudi Arabia-based Acwa Power to build a massive solar power and battery storage facility in New Clark City.

Spanning a 500-hectare site, the project will feature a utility-scale solar plant paired with a battery energy storage system. The initiative directly backs the national government’s goals to increase renewable energy capacity and accelerate economic growth across the country, perhaps due to the recent power shortages experienced.

According to a statement from the Bases Conversion and Development Authority, the facility “represents an initial investment of at least USD 400,000 (PHP 24.6 M) per megawatt, with a capacity of up to 500 MW upon full build-out, subject to final design, regulatory approvals, and future expansion phases.” The development is being handled by Acwa Power Philippines, a subsidiary of the global Acwa Power Company, which stands as the world’s largest private water desalination company and a major pioneer in green hydrogen development.

Local officials see the massive project as a significant win for the economy. Finance Secretary Frederick Go expressed high optimism, stating that Acwa Power’s choice to invest locally “is a strong vote of confidence in the country and the reforms being pursued under this administration.” Go added that the project “will help unlock new investments, create quality jobs for Filipinos, and foster more resilient growth for Central Luzon and the Philippines for years to come.”

Acwa Power Chief Executive Officer Dr. Samir Serhan pointed out that New Clark City offers the exact kind of modern, integrated infrastructure that international green energy investors look for. “Working alongside BCDA gives this initiative both strategic clarity and long-term momentum. We see an opportunity to help power industrial growth while lowering energy costs and supporting the country’s broader economic ambitions through reliable renewable energy,” Serhan explained.

Well, New Clark City is definitely booming in terms of development. With recent news of an Artificial Intelligence hub and now a solar power facility, this location is turning out to be an economic powerhouse.

Finally, BCDA President and CEO Engr. Joshua M. Bingcang had this to say: “Anchoring Acwa inside New Clark City is a defining moment for the estate. It tells global investors that this is where the Philippines’ next wave of sustainable infrastructure gets built.”
