The PhilSys digital ID comes in several formats: the physical PhilID card, a printed ePhilID, a downloadable digital copy, and a generated copy via the PhilSys mobile app. The Philippine Statistics Authority (PSA) has stated that all these formats, including the printed ePhilID, are official, valid, and sufficient proof of identity and age.

Executive Order No. 162 mandates the recognition of the PhilSys ID as an official proof of identification. The printed ePhilID and other formats must be accepted for transactions in all national government agencies, local government units (LGUs), government-owned corporations, financial institutions, and the private sector. Refusal to accept it can result in penalties. Specifically, the Department of Social Welfare and Development (DSWD) uses PhilSys to identify beneficiaries for programs like 4Ps and to streamline social service delivery.

Registration is done in steps. Step 1 involves online pre-registration via the PSA PhilSys website, where you provide basic information. Step 2 requires a personal visit to a registration center to validate supporting documents and capture biometric information (fingerprints, iris scan, photograph). After successful registration, the PhilSys Number (PSN) and physical PhilID card are delivered via PHLPost. Registrants who have completed Step 1 can also claim a printed ePhilID at registration centers subject to availability.
