Recently-appointed Senator Win Gatchalian has filed in Senate the Muffler Act of 2016 which prohibits the use of modified mufflers to enhance the sound output of vehicles.
The bill seeks to ban motor vehicles, motorcycles, motorbikes, scooters, and tricycles (public or private) to use any form of modified mufflers, sound boosters, or any device which will increase the sound output higher than seventy decibels. The only exception to this bill are vehicles for motor shows or professional racing.
When applied as a law, vehicles would need to be tested by the Land Transportation Office (LTO) during their annual registration to make sure that mufflers would not go beyond the seventy-decibel threshold.
Those caught in the streets with mufflers emitting sound above 70dB will have the following fines:
- 1st offense: Php5,000 + confiscation of muffler/sound booster
- 2nd offense: Php10,000 + vehicle impound
- 3rd offense: Php15,000 + suspension of driver’s license for 6 months
With this bill, we may finally see (or hear?) the end of unnecessarily loud mufflers on vehicles.
Stupid yung 70 db kasi it’s way too low.
California allows up to 95 db and it’s measured from 3,500 RPM up to 5,000 RPM.
Also, how exactly are they going to measure this? What RPM and what environment?

Pwede naman mag racing muffler sa private tracks or events with permit. In short nilegal lang, wag ka mag karera sa pampublikong daan, di lang ikaw gumagamit ng kalsada!!!

well sang ayon ako dyan sana applies to all yan baka naman mga motorsiklong pang masa lang puntuyahin nila, un kayang racing bike, harley sinisita ba nila at ung mga kotseng maiingay.
Hindi alam ng lawmaker kung gaano kalakas ang 70 db ano.
Anyway, kung modified mufflers lang ang covered dito, oks ito. I’ve always thought installing mufflers for faux engine noise is kinda lame. Let the engines themselves do the roaring.

Yown, and btw, there is a law set by lto, that the allowable sound by a motorcycle is, 115db.
kung singit kayo ng singit sa EDSA, hindi talaga kayo mapupuna kung tahimik ang muffler nyo. maraming motorista ang walang pakundangan kung sumingit at mag counter flow, kaya tama lang iyan. pero 70db is too low.

Its very disturbing that these people with enchance muffler sounds are passing thru churchs, schools, hospitals and residential areas without thinking that they are disturbing other people that wants to rest, reflect, and concentrate.

So if you sound like flushing toilet, then you’re fucked. right? This is bullshit. Even small bikes (less than 200cc) with stock exhaust will be louder than 70db.
di ako pabor dyan at parati na lang mga motorsiklo ang ang pinagiinteresan nila .. paano kung nasa highway ka like edsa may advantage din ang pagkakaroon ng medyo maingay na mufflers compare sa stock na mufflers in my experience hindi ka ma recognized sa edsa lalo pag maliit ang dala mo anytime pwede kang madisgrasya o sagasaan ng trak kung walang ingay ang tambutso mo!!!!!

70 decibels, lahat ng Jeep / diesel engine cars kikikilan ng LTO lol. Hindi pinag isipan. Yung mga tuwang tuwa mga walang auto / walang pang modify ng auto kaya bitter.
