According to the service advisory released by BPI to its customers, it will resume the fund transfer fees to other banks via InstaPay and PESONet and to unenrolled BPI accounts. BPI President and CEO Cezar Consing, who also heads the Bankers Association of the Philippines, shared that by banks will charge clients for online transfers. The Bangko Sentral ng Pilipinas however later urged all entities under its regulation to waive such fees to encourage the public to use online banking amid the COVID-19 pandemic. BDO Unibank has removed transfer fees for InstaPay and PESONet transactions made through the BDO Online and BDO Pay apps. Because of that , a number of banks ended up waiving their transfer fees, not really surprising. UnionBank has removed transaction fees for person-to-person fund transfers made through InstaPay, with the new policy taking effect today, July 7, 2026. With this change, UnionBank joins other commercial banks in the Philippines that have also removed fees for real-time digital fund transfers. More banks in the Philippines have been removing InstaPay transfer fees as digital banking services continue to become more competitive.
